A board created by authorities having powers and duties for the preservation and improvement of public health.

BOARD OF HEALTH MANUAL

  • A Board member’s manual is an important organizational resource in enabling boards of directors to be more effective.
  • It also helps board members to stay organized.

Board of health manual can be created under 8 segments:

1st segment: Organizational Introduction

This includes:

  • Organizational profile

It includes a description of work, organization’s history, organization’s phone number, fax number email.

  • Board member’s list

It includes the current list of board members with their name, number and email address.

  • Annual planning calendar

It includes board meeting dates,annual general meeting and other important board work dates.

  • job description and board agreement form

it should provide job description for each board member and a responsibility agreement form signed by each member.

2nd segment: governing policies

This segment includes:

  • vision, mission and values statements

this is long term objective and goals recovered under this segment.

  • Incorporation by-laws

This contain important information about the membership, the composition of the Board, voting and notices of meetings.

  • Board processes

In this segment, the board describes the jobs and responsibilities of the board members.

  • Operational policies

In this segment , instruction is given to the board members on how to manage the organization and achieve its goals.

3rd segment: : Minutes of Board Meetings

Board Secretary is responsible for maintaining, separate from the Board Manual, a Minute Book containing minutes of all Board Meetings

4th segment: Financial Reports and Contracts

A section for financial reports and a copy of contracts should be maintained separately.

5th segment: Executive Director and Committee Reports

  • In this segment executive director’s work like personnel, finance, programming and copies of committee reports should be provided to the board.
  • Also include reports from “governance committees” such as the executive committee, recruitment or nominations committee, audit committee, policy committee or fund-raising committee.

6th segment: Operational or Administrative Procedures

  • A separate section should be formed for this.
  • This includes specific personal practices (hiring process, staff evaluation form, collective agreements, training plan, emergency response protocol), or financial management procedures (cheque signing, petty cash, payroll procedures, purchasing criteria).

7th segment: Board Education

  • This segment contains information about how to run effective meetings and information about the community as well.
  • This also includes newspaper clippings on current issues, statistics on trends, important government policies, related national and international bodies, etc.

8th segment: Notices, Brochures
