Board of health manual can be created under 8 segments:
1st segment: Organizational Introduction
This includes:

it should provide job description for each board member and a responsibility agreement form signed by each member.

In this segment , instruction is given to the board members on how to manage the organization and achieve its goals.
3rd segment: : Minutes of Board Meetings
Board Secretary is responsible for maintaining, separate from the Board Manual, a Minute Book containing minutes of all Board Meetings
4th segment: Financial Reports and Contracts
A section for financial reports and a copy of contracts should be maintained separately.
5th segment: Executive Director and Committee Reports
6th segment: Operational or Administrative Procedures
7th segment: Board Education
8th segment: Notices, Brochures
