2006 $21,500 ($21,500 / $20,000) * 100 = 107.5 (107.5 - 100)/100 = 7.5%
2007 $22,800 ($22,800 / $20,000) * 100 = 114 (114 - 107.5)/107.5 = 6.05%
2008 $26,150 ($26,150 / $20,000) * 100 = 130.7 (130.7 - 114)/114 = 14.6%
