Assuming the number of positive and negative charges inside the conductor, fluid, and insulator is the same, in which case will the attractive force between the rod and the ball be the largest?

The final electrostatics force will depend on the fact that which medium gets more polarized. The larger the polarization the larger is the force between the rod and the ball.

We can easily see that the polarization is largest in the case of ions in a fluid so the largest force will be in case of fluid.
