E = K Q x / ( x^2 + a^2 )^(3/2)

E = 8.99*10^9 * 0.124*10^-9 *0.41 / ( 0.36^2 + 0.03^2)^1.5

E = 9.69 N/C



b) F = qE = 2.10*10^-6 *9.69 = 2.03*10^-5 N
