according to the equilibrium

( M + m ) g = V \rho w g

( M + m ) = V \rho w

V = ( M / \rho w ) + ( m / \rho w )

if ice is going to melt to water then the volume is

V ' = ( M / \rho w ) + ( m / \rho steel )

V ' < V as the density \rho steel > \rho w  

so The water level will fall.
