Two bond pairs and two non bonding/ lone pairs make the structure bent according to VSEPR.
4 bond pairs tetrahedral, 3 bond pairs one lp- trigonal pyramidal and 2 bond pairs and 2 lone pairs bent.

In IO3- , the central atom I has 3 bond pairs and one lone pair , makes the structure trigonal pyramidal.

In XeF4 , Xe (8 valence electrons) has 4 bond pairs and 2 lone pairs , thus the shape is square planar.
