An existing rural power plant has been found to produce an SO2 concentration of 30 mg/m3 at a distance of 800 m directly downwind from stack when the wind is 4 m/sec from the north during a class C stability situation and the atmospheric temperature is 20℃. At a later date, another plant is built 200 m to the west of the original plant. It burns 4000 lb/hr of fuel oil contains 0.5 percent sulfur. The second plant has a stack 10 m high with a diameter of 1.5 m and it has no SO2 emission controls. The effluent gases are emitted at a temperature of 394K with an exit velocity of 13 m/sec. For the same atmospheric conditions listed above, estimate the percentage of increase in SO2 concentration at the downwind site due to the second plant. SHOW ALL YOUR WORK
