Ammonia (NH3) is a neutral molecule but polar in nature but phosphate PO4-3 is a charged molecule and obviously polar.

Therefore theyexhibits all kinds of van der Waals forces:

1. Keesom forces (dipole-dipole attraction),

2. Debye forces (induced attraction)

3.London dispersion forces

4. Hydrogen bonding

5. ion dipole interaction (only for Phosphate but not ammonia)

As a whole, the correct option is  d which includes dispersion forces, ion-dipole, dipole-dipole and hydrogen bonds.
