The atoms which have vacant d- orbitals can hold more than 8 electrons. This is due to availability of vacant d- orbitals, they can extend their valency beyond 8 electrons.

For example

In PCl​​​​5 ​​, Phosphorus atom has vacant d orbitals. Hence it can accommodate 10 electrons around it.

Similarly in SF​​​​​6 , sulphur atom can accommodate 12 electrons due to formation of 6 S-F sigma bonds.

Like phosphorus, Nitrogen of 14 group elements can not hold more than 8 electrons due to lack of vacant d-orbitals.

Generally 15 group elements (except nitrogen) 16 group elements (except oxygen), 17 group elements (except Fluorine) and Xenon of 18 group elements can hold more than 8 electrons. It is due to the availability of vacant d-orbitals in these elements.
