1. Conscription means it is mandatory for everyone to work with armed forces. So coercive power

Subpoena is summon by the court thus it is a coercive power but of Court not of Government.

Passing new tax and collecting tax both are coercive power of Government because it is mandatory for everyone. If someone fails in doing so legal action is taken. So, option B.

2. Socialism.

Since under socialism we think of society as a whole. And we ignore groups, religious or ethnic, owner. That is exclusion of minority.
