Electric flux (\phi) through a closed surface is given by:

\phi = Qenc/e0

Qenc = Total Charge inside gaussian surface = q2 + q3

Qenc = 1.09 nC - 3.06 nC

Qenc = -1.97 nC = -1.97*10^-9 C

e0 = permittivity of free space = 8.85*10^-12

So Electric flux will be

\phi = Qenc/e0

\phi = -1.97*10^-9/(8.85*10^-12)

\phi = -222.6 N-m^2/C
