electrons in the wire move as a result of the electric field which is generated due to the difference in electric potential at the two ends by the power supply. when only one end is connected to power supply , no electric field will be created but electron will realien themselves as per the polarity of power supply.

the charge in the wire remains the same with opposite charges being closer and like charges being farther placed. no current flows because there is no electric field to force the electrons from one end to other end.

The accelerating force inside the wire is created by the electric field inside the wire which in turn is produced by the difference in potential at the two ends.
