The Division of Budget and Policy works together to support the Governor in formulating and executing state policy through collaboration with state agencies, the Legislature, and numerous stakeholders and stakeholder groups. The division analyzes that piece of legislation throughout the legislative session and makes recommendations to the Governor.

In support of the constitutional position of the governor as the chief budget officer of the government, the budget office provides financial information and analysis. Each advises the governor on the financial situation of the government, proposes to the governor fiscal policies, and prepares the biennial budget of the governor and distributes it to the legislature. Other budget activities include approving requests from agencies to enter into contracts with consultants and review the budget of the agency, as well as other legally required submissions. The Governor and the LBB, while the Legislature is not in session, have budget execution power to control the budgets of the government. Budget execution authority allows the state to reallocate existing appropriations between legislative sessions for fiscal emergencies. Section 317 of the Texas Government Code authorizes either the Governor or the LBB to propose measures to implement the budget. In this phase, the budget office of the Governor analyzes the budget emergency found and can recommend solutions that include the transition of funds from one government agency to another. Use of agency appropriations for a different purpose or change in the timing of the appropriation of the agency. For an item to be approved, the original or amended proposal must be approved by both the Governor and the LBB.

Medicaid is linked to personal income, one of the largest aid programs. The share of each state is determined by its percentage of Federal Medical Assistance (FMAP), which is set annually on the basis of per capita income. The FMAP must be at least 50 percent under federal law; Texas ' FMAP is 56.88 percent for federal fiscal 2018, which ensures that the federal government will pay a larger share of Texas ' Medicaid costs than the state. Similarly, poverty rates determine programs such as TANF's need-based funding.

According to FEMA, in the first month after landfall, individual Texans and Texas companies received about $1.5 billion in federal grants and loans. This included $571.8 million in FEMA grants for nearly 271,000 Texas families for needs such as temporary housing and emergency home repairs; $608 million in accelerated payments through the National Flood Insurance Program; and $367 million in low-interest SBA disaster loans for Texas businesses, homeowners and tenants.
