Hubert, kate and Manuel will purchase the parcels because only they have the willingness and ability to pay the minimum selling price of $4,00,000. The other three might have the willingness but they dont have the ability to pay the minimum selling price.

The fourth parcel will be sold, because poornima will purchase it from the seller for at least the minimum price.

Explanation:

Compare the minimum selling price of $3,60,000 with the remaining buyers.

$3,80,000 is greater than the minimum selling price of $3,60,000. So poornima will purchase the fourth parcel because compared to the other two buyers, she has the highest willingness and ability to pay.
