Answer b:

The price at which Argentino could sell an ounce of silver to market maker #1 is $21

Answer c:

Market spread is the difference between bid price and ask price.

Assuming maker # 1 and maker #2 as the only market makers in local market, if Argentino wants to sell he should ideally sell to maker #2 at $21.50 and if he wants to buy he should ideally buy from maker #1 at $23.

So from Argentino’s viewpoint spread he faces is ($23 - $21.50=) $1.50
