Industrial revolution first occurred in Britain due to agricultural surplus and it's revolution. Due to surplus in agriculture they invested in cottage industry and like that industrial revolution started which spread like a wild fire all over the world. During that time most of the large Asian countries are being exploited by European empire and their colonies which they set up in this countries to rule.
Ex: India, Pakistan
So the chance of getting freedom is impossible at that time from where do they will think about industrial revolution. It is logical that first thing that comes in those people minds is freedom not industrial revolution because countries like India and Pakistan got Independence after a 90 year long fight.
Japan is mostly used for trading purposes by the British which made them to adapt to British technology and uses unlike other Asian Countries. They don't have that much fight during that period may be because of the geographical advantage they have. Hence they were able to do what other countries in Asia were not able to do.
