Answer :- NaOEt acts both as base and nucleophile. Thus, it gives both substitution (when act as nucleophile) and elimination (when act as a base) reactions. However, this will depends upon the structure of allkyl bromide (alkyl halide) , that which reaction takes place- substitution reactiion or elimination reaction....

If alkyl bromide is primary , then SN2 reaction favours and if alkyl bromide is tertiary , then elimination favors and if 2° alkyl bromide mixture of both substitution and elimination products form.

NaOH also acts both as a base and nucleophile like NaOEt. Thus, same conditions apply for NaOH as for NaOEt.
