The three core functions are assessment, policy development, assurance. Assessment monitors health status to identify community health problems, diagnose and investigate health problems and health hazards in the community. Examples of this relating to epidemiology is assessing why there is an increase of tuberculosis in an area. Policy development informs, educates, and empowers people about health issues, mobilize community partnerships to identify and solve health problems. An example of this through epidemiology is changing policies for more clean drinking water to lessen the mortality rate in certain areas.The assurance enforce laws and regulations that protect health and ensure safety, link people to needed personal health services and assures the provision of health care when otherwise unavailable. An example of this through epidemiology is through different organizations that enforce the laws made and looks at the data. An example of this would be the World Health Organization.

I agree to the fact that the 3 core functions of PUBLIC HEALTH are ASSESSMENT,POLICY DEVELOPMENT AND ASSURANCE.
However the explanation of Policy development and Assurance in the questions seems to have been interchanged.
Hence i disagree to the explanation and examples,the correct explanations should be;
1)ASSESSMENT includes programs and activities undertaken to determine if the total health system is working properly and adequately with respect to needs of the people.
It also includes determining if community has enough doctors/nurses/care providers;recording birth and death rates and their causes.
They also include tracking health trends and evaluating effectiveness of various programs in place.
2)POLICY DEVELOPMENT deals with setting of goals for health care programs,developing and maintaining performance standards;allocation of resources and setting systems to meet health needs.
eg.Immunization standards for children.
3)ASSURANCE deals with making sure that the health needs of people are met safely and effectively.
Government or Organizations' role in regulating health via various programs that provide education(to both community and care providers),inspection and licensure,providing facilities like medical/dental/psychological services to the public also exemplifies assurance.
