1) double bond and cyclic structures can't rotate.

2) carbon can form maximum four bonds.

Carbon 'a' has one double bond with one carbon and two single bonds with two other carbon atoms, a total of four bonds, and hence no hydrogen is present..

Similarly carbon 'b' also.

But carbon ' c' has one double bond and one single bond with other carbon atom, remaining last bond is with hydrogen.

a = 0

b = 0

C = 1.
