If compromise could not happen, then there could be misleading in the counting of slave workers. But, it does not ensure that slavery is dealt properly. To errdicate the slavery., the government should have implemented regulation that makes slavery to be illegal in the states. It will cause slavery to end. Only going for the compromise, will solve counting problem and not going for compromise will create conflict between agencies and slave owners. But, it will not improve the situation for the slaves.
