Article 12-A Real Property Law. Section. 440, clearly indicate every property broker should be registered before entering any contract of property dealing to get protection from law.

License reciprocity is also allowed to practice in which a jurisdiction allows an active licensee from another jurisdiction to practice in its jurisdiction, subject to special license law requirements.

Here , Todd has violated both clauses to practice in New York , he can't make any claim as per the contract with the client
