The large companies typically with higher number of employees have higher negotiating leverage compared to smaller firms, and thus usually at lower rates attain stronger health insurance plans for their employees. To level the playing field for small business owners the Trump administration is framing the new rule. Small business owners deserve health insurance that is affordable, flexible, and predictable

NFIB pursues on regulatory and legislative solutions that focus on lowering costs for small business healthcare and increasing for them. The Departments of Health and Human Services, Labor, and Treasury; under Trump Administration released a new final rule for the expansion of usage of HRAs (health reimbursement arrangements) by employers for the funding of premiums in the individual health insurance market for their employees. This rule reverses prior guidance of federal by permitting HRAs to be used to fund both premiums as well as out-of-pocket costs associated with health insurance coverage of individual. The rule permits for the option of “excepted benefit HRA” wherein the employees can use to pay premiums for excepted short-term coverage and benefits. Those who benefit access to an HRA or qualified small employer health reimbursement arrangement would be allowed in the individual market for a special enrolment period. Association Health Plans are about wider access, wider choice, and wider coverage for small business owners
