B) As health care is a sector of social welfare where the objective should not be the profit maximization but the welfare of the society, so the government should intervene and decide 'For Whom to Produce'. In the health care sector government intervenes and decide that the prices should be charged as per the purchasing power of the population and thus the society should allow the government 'For Whom to Produce'.
