When we rub the balloon from our hairs then there will be charge arrived at the surface of balloon. as balloon is insulator so the charge does not move and remains on the surface. And when we take it near the wall surface that is also an insulator there are a lot of small charges at surface of wall they get attracted by charge on balloon. so the balloon stucked there.

The principle used here is charging by friction between hair and balloon. and also free charge attracted by other charges.
