The concept of place-based strategy is regional development by way of entrepreneurship, growth, and specialities. This is completely different from people-based strategy -- where people get priority, like community development, and income of households.

The development-zone should not be placed-based, since this comes under certain benefits (like exemption of tax) for enterprises situated there.
