yes, it is a public goods because its non rival i.e. as many people can use it without reducing the utility that each person is receiving from the airport and the good is non excludable i.e. no person can be stopped from using the airport.

These two properties of the airport i.e, non rival AND non excludable makes it a public good in the market.
