(a) Sam measures the proper time because both departure from Venus and arrival at Mars occurs at the same location in Sam's reference frame (spaceship).

(b) Neither measures the proper time as leaving of pulse from Sam's spaceship and arrival at Mars both events occur at different locations in the frame of reference of both Sam and Sally.
