Who reap the benefit of a tax cut? Whether rich or poor is matter of debate in recent time The benefit of a tax reduction depends upon the nature of tax, whether it is paid by the rich or poor. For example the reduction in income tax is only benefiting the rich because the rich people are paying income tax and the poor people have no concern over it The IRS data shows that in 2004 50% of the rich paid 96.7% of all income taxes. During 1986 to 2004 their share has increased from 93.5% to 96.7%. The share paid by 1 % of the richest class increased from 25.75% to 36.89%. But the amount paid by the poor section shows a decline. The amount paid by 50% of the poor section deceased form 6.5% in 1986 to 3.3% in 2004 Those who argue that a tax cut benefit the rich must realize that the rich pay more taxes because they made more money. So a reduction in tax will benefit those who have a fortune to earn money. If the rich pay larger part of tax revenue definitely a tax reduction benefits the rich. If the poor pay less share to the government exchequer definitely their benefit from the tax reduction will be less The modern scenario is that the rich getting rich while poor getting poorer. The inequality between rich and poor is widening in modern democratic countries. This disparity can be reduced by the govern by taking away more from the hands of rich and distributing the same to the poor. The government can spend the collected tax revenue in social security measures for the poor. But a tax reduction reduces the money available to the government and the poor are losing the chance of being protected by the government. In this sense a tax reduction harm the poor people
