The acid (ortho chloro benzoic acid) reacts with sodium bicarbonate to form its sodium salt as shown in the scheme. Further, acidification of the salt with 6M HCl yields precipitate of acid which can be filtered off.

Then, on the other side, alkene which is in the ether layer can be dried over sodium sulfate and evaporation of ether will give the alkene. wash with base is not needed.
