It has highest standard deviation for the same Mean.

The deciding factor is the Coefficient of Variation which is

given by Standard Deviation/Mean.

As the Mean is the same, the SD alone can be used to

take a decision.

Higher SD means higher deviation from quality. Hence,

the location in ChIna deserves immediate attention as it has

the highest SD.
