There is strong evidence that personal behaviors and the environment are responsible for more than 70 percent of avoidable mortality and that health care is just one of several determinants of health. Aside from assuring more access to healthcare services, what additional actions should/could the U.S. healthcare system use to combat the factors that contribute to avoidable mortality? Should these actions be laws such as seat belt regulations or non-smoking ordinances? Or should these actions focus on Americans' personal responsibility such as providing incentives for health insurance premium reductions or tax rebates for proof of healthy lifestyles such as exercise and weight control? Consider your responses and rationale and the means through which you might enact your proposals.

Answer: It is true that personal behaviour and environment are responsible for more than 70 percent of avoidable mortality and that health care is just one of several determinants of health. This is because personal behaviour includes taking self care and precautions to prevent from diseases. Although the government should make rules and regulations for every citizen to wear seat belts, quit smoking etc. But moreover the government should take initiative to reduce the premium rates and rebate the taxes because diseases can happen to anyone, accidents as well as death. But if the premium rates of healthcare will be reduce, people with low income can easily avail the better facilities and treatment which can treat those patients also who took all the precautions and care then also fallen ill. This will enables people to get proper treatment services and can make them healthy.
