Because I and II are examples of Doctor on his part that he had not done diagnosis as well as he did not give any treatment. So I and II are example of ignorance resulting in losd of vision and death .

wheareas in III rd case, due to in correct diagnosis leading to a unnecessary surgery is example for malpractice. it is a deviation from standard practice leading to injury of the patient
