This is because:

All elements whether metals or non-metals try to acquire the stable electronic configurations similar to nearest noble gases.

Metals when forming ionic bonds losses electrons to acquire nearest noble gas configuration because metals (of s blocks) have fewer electrons (s block =1 or 2) which is easier to loose than gaining 6 or 7 electrons.

Similarly Non-metals (say of P bolck) have more electrons in there valance shell and it is easier to them to gain electrons than loosing them to acquire noble gas configuration.
