When you normalize, you want the maximum of all spectra to be 1. For this, you should take each of the columns with the absorbance value and divide ell the values by the maximum absorbance value among them.

Suppose you have your absorbance values in column 3, from cell C2 to cell C200. Now take an empty column (we will suppose this is column D) and in D2, write =C3/MAX($C$2:$C$200). Then copy this command to all the cells in the D column (from D2 to D200), and you should get normalized value which you can then plot.
