Yes, it is possible for the agency to pursue the private-pay market without interfering with their VNS business. In order to ensure smooth growth in its new venture, it is necessary to make some changes in management style and policies. A clear organizational policy is needed in the allocation of resources. For example, as nursing care is given in VNS  would be of different style,in comparison with the pirvate-pay heath care model, there shall be a separation of staffs and units for each business. The agency should appoint new managers and care coordinators with experience in private- pay rather than shifting or running new venture with VNS wing staff.Further, their existing clients can be informed about the new venture and educated about what are all the situations  it is useful for them to use   private-pay health care .
