Atomic number of oxygen is 8. It's electronic configuration is 1s2 2s2 2p4.

The valence shell is the 2nd shell which has 6 electrons. Thus it is short of two electrons to form octet.

Oxygen gains 2 electrons to form octet and achieve next Noble gas configuration that is neon.
