Note that the smallest division is of 1mm. So, the scale can't read a unit below this. And we know that: 1mm = 10-1cm. So, the correctly rounded off uncertainty=1mm.

Because, the standard deviation = 5.5595063x10-3cm= 5.595063x10-2mm and this can't be read on scale. The least that can be read = 1mm.

The Mean = 17.04667cm

Note that 1mm = 0.1cm. So, the scale can only read up to one decimal places of centimeter.

And, rounding up to 1 decimal places gives, mean = 17.1cm.
