Answer:- An oxidizing agent is the chemical species that takes one or more electrons from other species/atom.

In K​​​​​​​​​​​​​​2​​​​​​​S​​​​​​​2​​​​​​​O​​​​​​​​​​​​​​8 , the sulphur atom is in maximum oxidation state of '+6'. The higher the oxidation state of the central atom , more its tendency to accept electrons from other species ( because electronegativity increases as oxidation state increases). In other words , the higher the oxidation state of the central atom of a species, the more stronger its oxidizing properties. Hence, K2S2O8 is a powerful oxidizing agent.

Note: In K2S2O8 , 'S' has an oxidation state of +6 not +7 (when you simply calculate oxidation state of 'S' in K2S2O8, it comes +7).
