0.7ml of 2% of drugs.

Prescribed saline: 3ml

Added sale: 8ml

That is

8ml-3ml=5ml

3ml=100% of drugs delivered

6ml=50% of drug delivered

50/6=8.33% that for each ml saline 8.33% of potential lost.

6ml+2ml= 50%+8.33×2%

= 50%+ 16.66%

= 66.66%

So

100%-66.66%

33.4%

Delivered drug dose only 33.4%.
