A particular hospital allowing employees to use computers is a good thing . This indicates the management provides all its employees with basic amenities like a computer. It provides for its employees in order to speed up the work process . However if the employees talk about union matters to each other then such messages are blocked . This would have been or will be an unfair practice had the employees had the information or even the union members have prior information regarding the matter of messages being blocked . If the management has made this possible on purpose then its a sheers case of information asymmetry and eventually deceiving the users . However if the management has set down the rules beforehand then and if the employees have (knowingly/unknowingly) have agreed upon it then its a different matter , Often in heavy paper works concerning contracts of employment , people miss out certain important matters as they don't properly vet the document/.agreement to be signed. There will be clash of interest between the union of workers and the management of the work place , so it doesn't come as a surprise that both the parties would want to keep certain information from one another .
