the bicycle is moving away from the CAR

so, the bicycle is behind the CAR

b)

let the speed of car be v

speed of cycle , v' = v/8 = 0.125 * v

the frequency heared , f = f0 * (c + v')/(c + v)

419 = 440 * ( 343 + 0.125 * v) /(343 + v)

solving for v

v = 19.8 m/s

the speed of car is 19.8 m/s
