When cost of shipping increases, then it will lead to the increase in price of grapefruit in New York, that will be shipped from Florida. It is not directly linked with the quality of the grapefruit. Though, people in New York can opt for the low quality grapefruit as it will be available at the lower price. So, consumers can somewhat offset the rise in price of grapefruits by opting for the low quality grapefruit.

Hence, it is the lower quality grapefruit whose consumption can be increased in New York.
