Who would you include on a steering committee that is responsible for ongoing HIPAA privacy compliance, particularly in light of the ARRA privacy provisions? Who should lead this committee?
As known HIPAA is a privacy regimen which is established to protect the medical reports and the personal information related to the patient and his health from being disclosed to the other individuals. Here the patient have full right to choose whom the information can be disclosed as well as he has a complete right to know where and how his information is being used by others.
In my opinion, if I was told to choose a steering committee who is responsible for ongoing HIPAA privacy compliance, particularly in light of the ARRA privacy provisions, I would choose the Chief Privacy Officer as the "nurse manager" who is the one handling the entire procedure of the patients.
Nurse manager is the one who handles all the nurses of the hospital and all the records can be submitted to her by the nurses. The nurses handles all the patients of particular ward and are responsible for that person untill the patient regains his normal health and departs, untill then he is the sole responsibility of a nurse, she keeps all the legal data and documents related to the patient and will manage and handle it throughout his treatment process. She keeps the record of all the patient even after he gets discharged for his further visits.
All the records of each patient is submitted to the nurse manager or is summarised to her, to provide her with adequate knowledge about all the patients of the hospital. Hence, in my opinion she is more adequate leader for the HIPAA.
The committee should always include the people who will be physically and emotionally connected to the patient and can understand their emotions. The people such as physician, nurses, nurse managers etc. As the patient will be more depended on them and trust them with their hearts they should be present in the committee of HIPAA.
