Answer) To improve the human health these programmes have implemented. Sometimes these programmes get succeed or may get fail. So many health programmes have arranged to improve the heath of individuals. The outcomes of the successful health programmes are noted and applied.
  If there is an unknown disease outcome people come up with many ways to cure the disease, and if the treatment is applied to the affected patient with the unknown disease and it shows improvement in the patient is considered as specific health outcome

People living in a place where they are experiencing a disease breakout and people however manage to come out of that disease is also considered as a specific health outcome.
