Acidic buffer:

pH of acidic buffer = pka + log(CH3COOH/CH3COONa)

pka of CH3COOH = 4.74

Buffer capacity range = (pka-1) to (pka+1), if the range is out this region the mixture loses its buffer nature.

so that, Acetate Buffer exhibits pH from 3.74 to 5.74.Hence Acetate Buffer does not exhibits pH = 9 .
