I don't agree with Upshur's argument that government is created to represent individuals and property as government should support all income strata, which is the primary role of the government. Governments basic role is to uplift such individuals and people and they are the majority of people who make up the votebase. Thus governments are created to represent individuals and all sorts of people without any discrimination on the basis of caste, creed.
