Answer: The legislative attempts to address only one of the trio of rising cost, lack of universal access or variable quality of health care only worsen the remaining two because although there may increase in the cost, but there is no assurance that the quality will be enhanced.

The increase in the cost may or may not result into elevation of the quality of care provided to the people. This one or the other effects eachother. There is an assupassum that increase in the quality will automatically increase the cost.
