Answer #1

Usually, W-4 is a form submitted by an employee to his employer for with holding of taxes, claiming of additional allowance means that the employer requires additional funds so requesting his employer to deduct lower amount from his pay, by submitting additional allowances in Form W-4.

From this we can conclude that,

  1. His wages are less 15,000 or less than that,
  2. He has special expenses for his child,
  3. Additional allowance itself mean taking another allowance,
  4. His wife also doesn't work which requires him additional funds.
