Barley is used to feed cattle, an decrease in price of barley will decrease the cost of cattle feeding and raising cattle. This would increase the demand for cattle. Therefore, the supply for beef would increase.

As supply of beef increase the supply curve shifts to the right which leads to a fall in the price of beef.
