Actually everything the government funds through taxes could be achieved by legislation. You can recruit, or draft, soldiers. You can subsidize a company or you can force people to buy it, or you can ban its competition. In reality, leaders have requested service for most of human history, rather than gathering cash and purchasing goods. However for some purposes taxes are more effective, regulating for others. When you got rid of all taxes and tried by law to do everything you'd probably find that government was less successful.
Much would quickly be privatized. We already have private schools and security services, private highways and bridges, private parks and hospitals owned and maintained by us. These would extend to suit most people's needs. One thing would be those people who couldn't afford private care. They should be depending on private charity. That is not entirely irrational. There's already quite a bit of private charity and people would have a lot more money to use for that purpose without taxes. If the government did not take off the top 40 per cent of income, citizens might be willing to increase their charitable contributions.
Therefore, charity aims to help sympathetic people in need, victims of natural disasters, elderly people in need of food, children whose parents can not afford school fees, a victim of crime who can not afford safety fees. Drug addicts who want methadone or able bodied people who refuse to support themselves are more likely to be disregarded by private charity than by the government. Whether you think this is a problem to solve, or not, it's not a big issue. It is not difficult to support the people in real need.
